Tabled in the House of Commons on February 25, 2013, the 2013-2014 Main Estimates provide information on $252.5 billion in planned budgetary expenditures for the 2013-14 fiscal year. These include $87.1 billion in planned voted expenditures, which have decreased from $91.9 billion in 2012-13 and $165.5 billion in statutory expenditures. Statutory spending has increased by $5.5 billion largely due to changes in the forecast of elderly benefits, the Canada Health Transfer and employment insurance payments.

In response to feedback from Members of Parliament, information on 2011-12 actual expenditures and 2012-13 Estimates to date has been added to provide context. Bar charts and graphics have also been added to provide a visual summary of information in the tables.

The purpose of the Main Estimates is to provide information to Parliament in its deliberations on the Government's planned spending levels. Main Estimates, along with the Budget, reflect the Government's annual budget planning and resource-allocation priorities for the fiscal year.

Part I (The Government Expenditure Plan) provides an overview of federal spending and summarizes the key elements of the Main Estimates. Part II (The Main Estimates) directly support the Appropriation Act. Known traditionally known as the "Blue Book," the Main Estimates identify the spending authorities (votes) and amounts to be included in subsequent appropriation bills. Parliament will be asked to approve these votes to enable the Government to proceed with its spending plans.

While the 2013-2014 Estimates represent the major part of the government's spending plans, any subsequent announcements or decisions will be dealt with later in the year and will be tabled in Supplementary Estimates.

The final stage in the presentation of the Main Estimates to Parliament is the Reports on Plans and Priorities (Part III Estimates). These are individual expenditure plans for each department and agency, excluding Crown corporations. These reports provide increased levels of detail over a three-year period on an organization's main priorities by strategic outcomes, program activities and expected results, including links to related resource requirements.

Note: Prior to the 2005-2006 fiscal year, this publication had been published in a bilingual edition. Subsequent editions of the The Government Expenditure Plan and the Main Estimates are published in unilingual English and French editions.

These include planned expenditures for which spending authority has not yet been sought.

The Supplementary Estimates (B) also include a number of measures from Economic Action Plan 2012:
  • $162 million to continue to support the implementation of the First Nations Water and Wastewater Action Plan
  • $91.4 million for the Industrial Research Assistance Program which supports research and development by small and medium sized firms; and
  • $75 million for the Community Infrastructure Improvement Fund.

It includes expenditures that were planned for but not included in the 2012-13 Main Estimates, which were tabled before the 2012 Budget.
